Summary0010368: When the user asks to build the documentation... build the documentation!
DescriptionVtk's CMakeList has a BUILD_DOCUMENTATION setting. The problem is, when you set it to True, it doesn't build the documentation!

Instead, you have to find out somehow that you should call the rather cryptic makefile target "DoxygenDoc" in order for that setting to do anything.

In application of the principle of least surprise, I suggest that the "BUILD_DOCUMENTATION" setting should toggle the building of the documentation by default, without any further user intervention.
