Summary0011066: Cth files not selected correctly
DescriptionThe CTH folks say that we should use the CTH reader for all files that start with spct. Evidentally this is currently not the case, and is causing problems.

Obviously, please don't put the 3.8.1 release at risk.

I have to defer this till 3.10 since this requires that we start testing filenames not merely extensions and that may be considerable effort.

    1c38bec Fixed pattern for spcth reader to use filename_pattern and not extension.
    e723923 Fixed the filter generation to not assume extensions only.
