Summary0013069: Tolerance is not applied to vtkHandleRepresentation
DescriptionIn vtkHandleRepresentation, there is an ivar called "Tolerance", which is documented as "The tolerance representing the distance to the widget (in pixels) in which the cursor is considered near enough to the widget to be active."

This ivar seems to have no effect on the widget. It activates for the same distance, without regard to this value. A test application is attached.
