Summary0008564: Add abllity to toggle block visibility on and off
DescriptionWe should add the ability to toggle block visibility on and off. That way, if a user is toggling these blocks a lot, they don't need to suffer from load time multiple times.

Ken recommended putting this in the display tab, so that it will work with any multiblock dataset.
