0009037: Time doesn't go above 99

Description

ParaView trunk, local server, XP.
Note: there is probably an easier way to replicate this bug, but here it is:

Open can.exo.
Open can.exo.
Temporal Shift Scale filter. Pre-Shift 43. Apply.
Open can.exo.
Temporal Shift Scale filter. Pre-Shift 87. Apply.
Set the time to 95, then play. It will go to 99, and stop increasing.

This really needs to get fixed for 3.6.
