I think you mean CMake 2.6.4.

With cmake version 2.6-patch 3 RC-5 I get
CMake Error at CMakeLists.txt:4 (CMAKE_POLICY):
  Policy "CMP0011" is not known to this version of CMake.

With cmake version 2.6-patch 4 VTK head configures fine.
