My point is that vtkLocal is currently broken only because examples
are not tested on the dashboard as outside projects anymore.  It took
a total of zero commits past your change for an example to be broken
in a way that the previous approach was intended to prevent.  That is
why we must revert the change.

If you have trouble adding an example then we should look at how
to make it easier in the context of the old approach.  Building any
examples in the tree is not an acceptable solution for the reasons
I've already described.
