[vtk-developers] vtkSleep bug?

My previous patch has revealed another OS/compiler where vtkSleep does
nothing:

and so I've had a go at using SystemTools::Delay instead.  Seems to work
for me, but I'm unable to confirm if it still builds on Windows.  Could
someone try branch "vtkSleep-fixes"?
