[vtkusers] VTK 4.2.2 compile fix for VS.NET 2003

In VS.NET 2003 no pow(int,float) function exists and therefore VTK
compilation fails.

The attached patch uses pow(float,float) in two cases in
vtkScalarBarActor.cxx.
